steam vr keeps blocking openhmd plugin

let this be known i have no idea what i'm doing and i'm just trying to get my rift s to work on my pc.
i'm running arch linux and have tried many workarounds to get my headset to work. the drivers seems to be installed but steamvr keeps blocking the openhmd plugin. after enabling it and restarting it blocks it again.

there is also an issue with steam vr not registering the device, but i'm hoping that fixes after the plugin can stay enabled
