Brief description of the bug

You can use feign impairment to Jitter while dead or dying

What you expected to happen

I expected you might be able to jitter while dead, since it seemed like an edge case that might have been missed

What actually happened

I was able to jitter while dead

Steps to reproduce

Die
use Feign-Impairment command then select Jittering and any amount of time.

I need to spend less time dead, I am getting to the point of pressing random buttons to see if they do anything because they sometimes do.
