New applicant email notification

Staff are often unaware that new applications are arriving for board vacancies. OnBoard should send emails to staff when new applications are posted. The notification should likely go to the liaisons. Once we tackle adding the new Appointer role ( #358 ) the notifications might need to go to the appointers as well.

The applicant can apply for multiple boards at once. Staff who receive this email likely only want one email per application. The email should indicate all the boards being applied for. It would also be good to include some information about how often applications are archived.

All notifications sent by the System should be logged. As a liaison, I should be able to go to onBoard to see my recent and old notifications, not dig through dozens of notifications and hundreds of email messages to find them. When I recenve an email notification there should be a link back to my notification/message queue.
