We want the City Council to display the aggregation that includes events from all it's subcommittees. We don't want to make this the Council's calendar in OnBoard, as it will affect the meeting dates for Agendas, Minutes, and Packets.

Until OnBoard gets support for subcommittees, should swap out the Council's calendar in this theme.

Replace MeetingsBlock with custom Theme code
4933765 
In the theme, we now programatically render the
onboard_upcoming_meetings template.  This way, for the city
council, we can swap out that OnBoard information with a
render of a custom Google Calendar.
