Report Types searchable? #217

Jon (via https://bloomington.in.gov/crm/tickets/view?ticket_id=141442) suggested that Report Types should be searchable.

I think the idea would be:

On the New Report screen, a search box on top that would search below the subcategories.

I.E. "Pothole" in the COB case would filter the list bring up "Most Popular/Potholes, other Street Repair".
