The issue reported in #376 actually stems from the referralMarketing general rule being parsed regardless of the regex rule in the exception field:

Is this expected behavior? Seems a little odd that exceptions are no longer processed as documented: https://docs.clearurls.xyz/1.26.1/specs/rules/#exceptions
