Add SCC uncertainty code to repo #11

Whenever Kelly/Diana have the SCC uncertainty code and data ready for open sourcing, we should include that code in this repo.

The input quantile regression coefficients are provided in this repo currently - so we just need to add instructions on how to plug them into this uncertainty code to get out the uncertainty values.
