[C4GT website] Leaderboard view, updated column, badge and cert link-P1

Goal: Recognition and validation of C4GT contributors in the community

User Type: Anyone

Usecase:

• Anyone can go to https://www.codeforgovtech.in/leaderboard and see the leaderboard of all the contributors
• The column 'Contribution badges' to be changed to "Contribution badge"
• And on the right of "Contribution badge" column a new column will be added named "Certificate"
• Under 'Contribution badge' column against each user on the leader board, only the latest badge should be visible based on the no. of DPG points.
• And under the "Certificate" column against each user on the leader board a certificate icon can be seen

The change of points and badge image should be dynamic in nature.

@Shruti3004 for those who only have beginner ticket and no certificates, I'm sharing 2 icon options. Whichever looks good please add that in the certificate column against beginner contributors. Please adjust the shade of black that aligns with the overall website.
And put a tool tip on that icon- 'More points needed to achieve milestone certificate'
