Describe the Bug

Readonly mode has no tabbed menu bar option which feels inconsistent vs working with editable documents

Steps to Reproduce

1. Go to Nextcloud and open a readonly document like a Viso VSD or VSDX.
2. When COOL opens Click on View menu, there's no Tabbed View option

Expected Behavior

Readonly mode should have both a Tabbed and Compact view for consistency.

Actual Behavior

There's only a compact view with a single menu bar.
