Update IRI structure for all CCO IRIs

The CCO governance board has decided to move to a new IRI structure, to include:

1. https, not http.
2. a new namespace whose form is still TBD.
3. a new local id structure that adopts an opaque identifier strategy.

Items 2 and 3 require further decisions.
