Bug Description: I have created a delegator with a 500 Stakes and then decided to move all my stakes out of delegation, then as a user i should be able to see cooldown amount.

Steps to Reproduce

Step1: Create a delegator.

Step2: Stop delegation.

Expected Result
As a user i should be able to see cooldown amount. Actual Result
