Page 28 of USLM-User-Guide.pdf shows us that in particular there are a few tags, <chapter>, <subchapter>, etc that we can use to further breakdown the sections within a title. We should do so, and better mirror the display that uscode.house.gov uses when you drill down. This will let us display the uscode sidebar in a better fashion.

  • Update DB schema to allow for placing these "levels" with usc_sections and additional levels underneath them
  • Parser updated
  • USCode display updated in frontend

I have no idea what I'm reading in import_title so I'm gonna refactor it while I'm here.
