Addition of miscellaneous alarm tags

At SLAC, we require the ability to associate additional, searchable data with our alarms beyond the fields provided by the current logger. This might be accomplished by providing the ability to store miscellaneous tags in the alarm configurations, handled much like the title/detail pattern used by guidance. Predefined site-specific tags could then be enforced by site-specific schema. Examples of relevant tags pairs in the SLAC context include:

• Element type: QUAD
• MAD name: CQ01B
