For organization legal forms and sectors configurable

Currently the allowed legal forms forms and sectors are hardcoded. Instead the should be taken from configurations such that for instance a new allowed legal form can be added without needing to modify the code. The default configuration should ideally cover with the allowed legal forms/sectors used by CorrelAid right now. These are

legal forms

• eV
• gUG
• Stiftung
• no legal form
• other

In the CorrelAid data the legal form field is also optional so maybe it should be discussed whether it can also be optional here.

• law advocacy politics
• development housing
• arts culture sports
• education research
• professional associations unions
