feature request: propose chart version bumps when new version available in git

Idea: controller could be looking for helm repo update to find new versions of charts are available and send notification to propose a change. It could also propose a pull request to your release.yaml file with the updated chart. This would allow you to stay up-to-date when new chart fixes are released.
