The DPS Appreciate (Bill Bucks) Team has always wanted some idea of how many Bill Bucks are being handed out and how frequently. A log of how many Bills are generated using this tool might be really helpful for getting some idea of engagement and could become a data point for future budgetary conversations.

I think this is a good idea. My plan was to wait until we got sending the bills via email working (#8), but we might be able to get something basic working sooner :)

This was partially addressed in 3025289, but I want to add some basic reporting to http://bill-buck-generator.herokuapp.com/stats before I consider this issue closed.
