Datum algorithm is slightly off. Currently the conversion is not accurate

To Reproduce
Steps to reproduce the behavior:

Enter a location on wgs84 lat/long and convert to UTM and the point is inaccurate.
Click on Import page to navigate to add location
Currently the conversion is hardcoded into SPARCd vs. pulling down from a dynamic library with conversion.

Expected behavior
accurate conversion
