Problem/idea statement

The question was asked in Discord if it was possible to program CVs via the protocol library, which is currently not possible.

It makes sense to at least add the ability to program the Loco address both on main and prog tracks.

It's also worth considering programming other CVs on the prog track depending on the complexity.

Alternatives or workarounds

Programming can only be done by other methods (JMRI, serial console, etc.)
