Release to PlatformIO registry #53

There are two outdated versions on the PlatformIO registry: https://registry.platformio.org/search?q=dcs-bios

...but ideally, the releases from this repository should be available from the registry too, right?

There is a GitHub Action that should make this easy to automate: https://github.com/marketplace/actions/platformio-publish
