Running orgwide config [org] [variable_name]=[variable_value] should set that as the config variable for that org's command.
orgwide config [org] [variable_name]=[variable_value]
This could be stored in a file inside of .orgwide, or in an ignored file in the bundle repo.

As an added feature, the allowed config variable could be set in the org's bundle metadata file.
