Get the app set up with DfE Analytics

Currently NPQ data is pushed into ECF which is set up with DfE Analytics. When we split and stop pushing data, NPQ analytics data will no longer be available.

There's a starter guide on getting this going in the data-analytics README and the ECF integration can be used for reference. @ethax-ross built the ECF implementation and @ericaporter should be able to assist if we run into any problems.
