Does Cardinal Only Work in Logic X +?

I am in Logic 9 and Cardinal installs just fine with the FX and synth files in the component directory. It doesn't show up in Logic though. Running in 64 bit mode. I thought I had read that OSX 10.12 (which I am running) and Logic 9 were compatible, but maybe this isn't the case?

Anyone have any ideas on the above? Back to trying to install different versions of Cardinal and they are all behaving exactly the same as above- doesn't show up in Logic 9 audio units prefs list but files are in the component directory. I am hoping to avoid purchasing a nord modular!
