Pubby "CHO-View" gives dc:identifier preference to dc:title for the content of the heading #2

If a CHO has dc:identifier set, this property is given preference over dc:title to be shown as the Pubby heading for this CHO

I think it would be better to give dc:title perference over dc:identifier
