The DMD alpha testnet started with a problematic version of the protocol, this got fixed:
At the end of the Testnet , there is no reason to keep the backward compatibility,
therefore the code section with the hardcoded timestamp, as well the timestamp handling can be removed in
all_parts_acks_availablemore about:
