Docs: Run Tier 3 Repolinter on the repo & update all docs

Noticed that the docs are outdated, specifically the README missing certain sections.

1. Add Tier 3 workflows to .github directory
2. Run Tier 3 repolinter GH action
3. Update docs accordingly, ideally before Grace Hopper

Other cleanup:

• Add issue template to the repo
• Make sure it everything is community standards compliant: https://github.com/DSACMS/repo-scaffolder/community

• still debugging. Got Repolinter output to work, having issues with GH-actions creating an issue on the repo. Permissions/Tokens? We're still troubleshooting.
