It seems like the startup scripts are getting called a whole bunch of times right now. It's unclear what's causing this, but we're unable to recreate on other clouds, making it seem likely it's an Azure thing.

My current inclination is to wait for @cpoczatek to finish LCM integration, see if the issue goes away and then deep dive on it if still there.
