Germany - Add VM Image

The Azure German cloud does not have support for Azure Marketplace. As such it only supports first party images currently. To ensure proper tracking of German cloud deployments, it's likely we'll need to create an image specific to the German cloud.

We need to have some further conversations to better understand what reporting is available. It's likely the methodology we come up with will apply to other sovereign clouds as well.
