Set up chat.dwebyvr.org on Commons Computer as a Surfer instance

Follow Surfer docs https://docs.cloudron.io/apps/surfer/#cicd-integration

get access token and put it into secrets of this Github repo
write GH actions script to install and run the command to push after this site builds

I added a token as a repository secret SURFER_TOKEN
