Submissions for people unfamiliar with Github

Right now, making a PR to the index.html file is the way to get your site added.

We should explore either writing up instructions on filing an issue (e.g. a custom issue type for site submission) OR write a mini app that can file issues / make PRs so that people unfamiliar with Github can also add resources.
