enable the download on chart option to export metrics

Currently all the chart options are disabled.

Enable only the download option

@vinod-rajasekaran i remember we did this permission together on the usage dashboard to hide the chart options.
Do you remember which permission(s) was it ? I tried playing around with many of them, but it didn't work.
The role is GuestEmbedRole on https://superset3.dalgo.in/

Ahh i see, no problem. Actually I tried both, none of them work.
