How to install custom python packages for custom metrics?

In my Dockerfile, i added following line
RUN pip install -t /opt/datadog-agent/embedded/lib/python3.8 python-nomad
But when the container gets spun up the package isn't there, need to re-install by hand everytime, and I can't restart the service afterwards. Thoughts?
