The Rulers.org is a great resource for getting information about leaders. Can we crawl it so we can use the information?

Great to find out which leader/ruler ratified the most treaties

Somebody might have already done this for us. Here is a promising perl script: https://github.com/openeventdata/CountryInfo/blob/master/format.rulers.org.pl
