[Bug] After upgrading from 1.0.3 to 1.1.0, the previously set flink parameters are lost

3. 启动flink 集群, 观看日志以及配置文件
   
   配置文件中没有上述 s3 相关配置

新搭建一个dinky 1.0.3, 重复上述步骤,
可以观察到配置文件中有上述s3配置:

我是从1.0.3升级到1.1.0的, 容器化部署的dinky
1.0.3的镜像: dinky-standalone-server:1.0.3-flink1.19
1.1.0的镜像: dinky:1.1.0-flink1.19
