WuMgr says "No Download Url's found" for many updates, then wrongly reports success

On a fresh Windows 10 22H2 installation, I was able to install some updates using WuMgr, but others produce the message "No Download Url's found for update" in the log pane. Despite that, WuMgr reports success and adds those updates to the "installed updates" tab, though in fact they were not even downloaded.

The updates that worked were KB5012170 and KB5022478. Those that didn't work include KB4023057 and KB5022282.

Even if the missing URLs are Microsoft's fault, WuMgr should treat this as a failure.
