the council should be on the voting page, if you have something to do at a council, then this should come before the other vote options.

the council should have the propose card on top and below you can write your notes and pick you decision (accept, reject, revision) and a button to submit your decision

somewhere here it makes sense to check if the logged in user is in a council and then display the council instead of the card voting (higher priority):
