Add a settings option that users can't add their own devices

Add a new Settings tab called "Client behaviour" add an option "Disable users ability to add their own devices" with help: When this option is enabled, only users in the Admin group can add devices in user profile (it's disabled for all other users).

This should be enabled only if enterprise is enabled - @t-aleksander please instruct how.
