Support application versioning for the indexer and API #543

We want to be able to quickly figure out what version of the application is running. This means:

The indexer should support a version command that returns the tag or commit it was built from
The CSV API should support the same but also provide an API endpoint for returning the current version of the application

danbryan added OGP grant OGP2024 and removed OGP labels
