HydroMT version checks

I have checked that this issue has not already been reported.
I have checked that this bug exists on the latest version of HydroMT.

Current behaviour

docker building fails in CI even though it succeeds locally. this needs to be investigated

Desired behaviour

The docker artifacts are successfully created in the release flow
