All packages are now fully available on python 3.13 (more info in Deltares/dfm_tools#559), so add it to toml and ci.

They might be available on PyPI, but not yet on conda-forge. This is critical to our CI. Things to do still:

Wait until this is merged: Rebuild for python 3.13 conda-forge/numba-feedstock#152
Create a release for numba_celltree which supports Python 3.13
