Not connecting to SQL Server database

We are running dependency track in a rootless podman environment. Attached is a text version of the .yml file with the configuration to the database. Everything launches fine, but no connection is ever made to the SQL Server. For reference the dtrack user is a SQL authenticated account and we can successfully connect to the database from the machine running dependency track, so we know that the communication to the database itself is not the problem. It does seem that even with this file the application is connecting to a local repository. Any help would be appreciated.
