Link from Tags management to Projects with that tag

Current Behavior

The list of tags at /tags doesn't provide any way to jump to the tagged projects.

Proposed Behavior

It would be convenient if either:

1. The name in the main list went directly to /projects?tag=
   or
2. There was a link from the "Projects tagged with " popup to go to /projects?tag=

I think the former option would be nicer, but if there is a reason why that can't work the latter option would be OK.
Note that this is different from (and much simpler than) a complex search UI on the Projects page - I just want to be able to see a list of tags and click one.
