Docverter Passenger Apache error

i have installed with passenger running an apache server,

i get

{"error":"invalid byte sequence in US-ASCII"}

returning from the docverter, if i start through foreman everything is fine, so i suggest that there is some problem with the apache config , no clue to what it could be any idea
