allow Strings (Tags) containing commas

I found that elsewhere in Drip you can create Tags that contain commas, the “Sending to” UI contains a that is trying to parse the funky tag “herb mail (november 7, 2022)” as “herb mail (november 7” and “2022)”. That ain’t right!

Can be made to handle these cases differently? Perhaps an API changes needs to be made in how the Tags are delivered.
