Allow one to add files one-by-one and then write filo metadata files to enable a fetch.

filo_set_create()
filo_set_add(int owner_rank, const char* path)
filo_set_write(const char* metadatapath)
filo_set_delete()

Need this to construct fetch set during a scavenge operation. Can also be used to bootstrap existing checkpoints that were not flushed by filo.
