Only allow a student to be in one queue at a time

Matt has noticed that some students have been placed in elevated queues multiple times.

It makes more sense to have a check before the student is enqued to see if they are already in a queue. Since they shouldn't be in multiple queues in the first place.

Proposal:

Do not allow students to be in more than one queue at once
