Terraform init: Error: Missing input for argument [auth_url]

Short Description of the issue

After #44 we get a failed terraform init with:

Error: Missing input for argument [auth_url]

However, there is nothing relevant in: https://github.com/hashicorp/setup-terraform/blob/main/CHANGELOG.md

Since the dashboard is up and running I am not going to troubleshoot further and leave this issue here for future reference.

This error does not appear in #46

Note: Although #46 says error, I logged into the VM, applied updates and restarted and the service is up and running.
