Major bug fixes: bug when using functions in modifier statements inside function, bug with dynamic dependencies when scoping. Major performance improvements when generating large numbers of dynamic dependency definitions. Removal of cyclic-dependency checks but doesn't crash if such cycles are created. Make when statements work more like triggered procs and prevent infinite when trigger loops.

Also more documentation and code cleanup.
