Users need to see the user-config.yml file, but it's in the core instead of in the tool. I thought that we wanted users to stay away from having to look in the core repository?

Can we move it over?

Actually it probably shouldn't be in any repository, we already have an issue about that ESMValGroup/ESMValCore#64
