B2MML Schema is still importing 1998 W3C XML 1.0 namespace. Question: Use newer version 1.1 2nd ed.?

B2MML uses W3C XML 1.0, There is a 2006 5 edition of this specification as well as a newer W3C XML 1.1 Specification 2 ed 2009.
During the ETP B2MML review, we verified that the Best Practices is in Open source and market software and schema is to only support backward compatibility for 2 versions or when a major design or architecture change has occurred. With the 2018 update of 950002 and 950004, MESA should consider updated the applied W3C XML namespace. OMG also has an XML specification with is more advanced than the W3C specification. It should be reviewed for use as well.

the import is not naming it (no prefix).

1. how did you find it?
2. are we using it?
3. why do we care?

The namespace is filled by a different schema (1998 vs the 2001 xsd), but that seems like a copy paste from the XSD itself.... https://www.w3.org/2001/03/xml.xsd

Backward compatibility as an industry standard holds for two version. Updating to the current W3C XML standard and its namespace should be considered.
