B2MML uses W3C XML 1.0, There is a 2006 5 edition of this specification as well as a newer W3C XML 1.1 Specification 2 ed 2009.
During the ETP B2MML review, we verified that the Best Practices is in Open source and market software and schema is to only support backward compatibility for 2 versions or when a major design or architecture change has occurred. With the 2018 update of 950002 and 950004, MESA should consider updated the applied W3C XML namespace. OMG also has an XML specification with is more advanced than the W3C specification. It should be reviewed for use as well.

You are encouraged to create or generate XML 1.0 documents if you do not need the new features in XML 1.1; XML Parsers are expected to understand both XML 1.0 and XML 1.1."

The namespace is filled by a different schema (1998 vs the 2001 xsd), but that seems like a copy paste from the XSD itself.... https://www.w3.org/2001/03/xml.xsd
