We should support a radius query in the EDR API to make use of spatial_circle in GetObservations in the data store. The EDR API user should be allowed to specify the radius unit (in accordance with the data queries object for radius), but for now it is fine if the EDR API translates into kilometers which is the only unit currently supported by the data store.
